Scope Of Services
Complete Architectural & Engineering Services (including Concept & Detailed Planning, Design & Estimation of Architecture, MEPF, Structural, HVAC and other allied services) & other Pre-Tender Services including ‘Bid Process Management’ till the appointment of contractor.
Minimum Eligibility
- The Architectural Firm/Company must be in existence from minimum seven (7) years after registration in India as on due date of the tender.
- The Architect must be empanelled at MSIDC under “Category-A or B” of building works.
- Annual Turnover of last financial year should not be less than INR 5.00 Crores.
Tender Document Fees
INR 23,600/- (20,000/- + GST) [ to be paid online only ]**

EMD
Earnest Money Deposit: INR 20,00,000/-
(In words: Rupees Twenty Lakhs only); to be submitted online or physically in the form of bank guarantee in the prescribed format of the RFP.
Technical Evaluation Criteria
(As per Annex-2)
Performance Security
2% of the final contract amount in the form of Bank Guarantee as per the prescribed format in Appendix-A.
Selection Methodology
Quality cum Cost Based Selection (QCBS-80:20) System:
- Where, Technical Weightage (T) and Financial Weightage (F) shall be 80% and 20% respectively.
- Formula of Selection is :
SF = QF + FF
Where,
- QF – Final Technical Score
- QF – Technical Score * 80/100
- FF – Final Financial Score
- FF = FC/FA * 20
- FC – Lowest Financial Quote
- FA – Financial Quote of the Bidder
(i) Criteria for Scoring/points shall be as per Annex-2.
(ii) Passing Score for Stage-1 shall be 75 out of 100 points.
(iii) The consultants passing Stage-1 (Technical Qualification) shall only be qualified for Stage-2 (Financial Qualification) qualification.
(iv) The S1 bidder after the evaluation of Stage-1 and Stage-2 shall be appointed as the consultant for the subject work.

- Date of Issue of Tender Notice: 06/07/2026 at 12.00 Hrs.
- Start Date for Submission of Bids: 08/07/2026; Time – 15.00 Hrs.
- Last Date for Submitting the Bids: 17/07/2026; Time – 17.00 Hrs.
- Date of Opening of Technical Bids: 20/07/2026 at 17.30 Hrs. (if possible)
Note:
- All interested bidders who want to participate in tendering process must be empaneled with MSIDC as an Architectural Firm under “Category-A or B”.
- All eligible bidders must visit “www.mahatenders.gov.in” for more details regarding the tender.
- It is compulsory for all participants to submit their bid documents ‘online’ on or before the due date of this tender notice.
- The above tender is on Quality cum Cost Based Selection, where technical weightage and financial weightage is 80% and 20% respectively (QCBS – 80:20).
- No late submissions shall be entertained.
- MSIDC reserves the right to reject any or all bid submissions without assigning any reasons thereof.
